Canadian companies seeking to employ foreign workers whose employment in Canada would result in a significant benefit to Canadian society, culture or economy, are exempt from the requirement of obtaining an LMO. In such instances, an application for a temporary work visa may be made directly to a Canadian Visa office.

This is a highly discretionary category, and work permits under this category are typically granted for a short-term duration only. Visa officers reviewing such applications look for high-level candidates with sophisticated specialties and whose employment will benefit Canada, including giving a competitive edge to a Canadian company. This category is designed to provide an immediate alternative where necessary, but is not meant to circumvent the LMO process for long-term employment.
